Abstract
This study examined citizenship diplomacy and the pursuit of Nigeria’s foreign policy between 2015 and 2024, with particular focus on how political leadership failure and economic instability affected the implementation of citizen diplomacy and the welfare of Nigerians abroad. The study was guided by two research questions which examined the extent to which failure of political leadership to promote the welfare of Nigerians abroad militated against citizen diplomacy and how economic instability constrained its implementation. The broad objective of the study was to examine the factors affecting Nigeria’s pursuit and implementation of citizen diplomacy between 2019 and 2024. The study adopted the Realist Theory of International Relations as its theoretical framework and employed a qualitative research design. Data were collected from secondary sources including academic books, journal articles, government policy documents, diplomatic reports, international publications, media reports, and foreign policy analyses. Qualitative content analysis was adopted for data analysis. Findings revealed that leadership failure significantly weakened citizen diplomacy through inconsistent foreign policy implementation, poor diplomatic coordination, delayed responses to diaspora welfare issues, and inadequate
