Abstract
Although ISIS lost its physical caliphate, it evolved from a centrally controlled proto-state into a franchise organization in cyberspace with an annual number of attacks of around 2,000-2,400 through encrypted messaging channels, crypto-currencies, and hawala networks. In Nigeria, the spinoff of ISIS called ISWAP showed that it could function independently of the military and had a parallel shadow government mechanism that collected taxes, had informal courts, and offered security services, thus highlighting the futility of kinetic counterterrorism. This study draws upon Franchise Terrorism and Resilience and State Fragility Theories and concludes that state fragility becomes a proactive element for terrorist franchises, and a multidomain strategy for mitigation of state fragility is critical to containment efforts.
