Abstract
In the tertiary education sector in Nigeria, there are disjointed sources of information, little institutional comparison tools, and no recommendation system for prospective students to compare various institutions in terms of qualification and preference. This project presents the development of a Student-Centered Decision Support System for Tertiary Institution Selection which uses educational information obtained from various reliable sources such as the National University Commission (NUC), Joint Admissions and Matriculation Board (JAMB), Webometrics Rankings, as well as data from universities’ websites as a benchmark for institution evaluation and ranking. This provides prospective students with data-driven recommendations that match their academic profiles and personal preferences. The design employs the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) algorithm as part of the Multi-Criteria Decision- Making (MCDM) technique for recommending tertiary institutions. The system was developed based on the Object-Oriented Analysis and Design (OOAD) approach, adopting a Waterfall Process Model of software development, with full fledged modeling through use case, activity, and class diagrams for UML notation. The implementation was done via three tier architecture involving a Flask REST API backend using Python programming language, MySQL, and HTML5, CSS3, and JavaScript frontend. The system’s recommendation engine utilizes a comprehensive database compiled of 87 Nigerian tertiary institution, covering 161 unique academic programs and 1,278 distinct university-course eligibility mappings. The TOPSIS method analyzes the universities ranking, proximity to home town, and facility infrastructure, 100% success rate was achieved during the functional testing of the 14 functional requirements. Performance testing revealed that average time for students to get recommendation is 2 mins and 18s. This decision support system provides objective and consistent personalized recommendations which reduces the problem of fragmented information allowing students to make informed decisions regarding institution choice based on their preferences.
