Abstract

This study examined the impact of the African Continental Free Trade Agreement (AfCFTA) Rules of Origin on trade development in Nigeria between 2021 and 2025. The study specifically focused on how poor implementation of Nigeria’s local content policy and the country’s import-oriented consumption pattern affected compliance with AfCFTA Rules of Origin and regional trade integration. The research was guided by two objectives: to analyze how weak implementation of local content policy undermined Rules of Origin compliance, and to assess how Nigeria’s consumption pattern weakened the enforcement and benefits of AfCFTA Rules of Origin. The study adopted the Inter-governmentalism theoretical framework, which emphasizes the central role of sovereign states and domestic institutions in the implementation of regional agreements. A qualitative research design was employed, while qualitative content analysis served as the method of data analysis. Data were obtained mainly from secondary sources, including AfCFTA policy documents, National Bureau of Statistics reports, Nigerian Export Promotion Council publications, Manufacturers Association of Nigeria reports, academic journals, and international trade reports. The findings revealed that weak industrial infrastructure, inconsistent policy implementation, bureaucratic inefficiency, and heavy dependence on imported products significantly limited Nigeria’s compliance with AfCFTA Rules of Origin. The study further found that institutional weaknesses and low local value addition reduced Nigeria’s competitiveness within the continental market. The study concluded that strengthening domestic industrial capacity, improving institutional coordination, and reducing import dependence are essential for Nigeria to maximize the benefits of AfCFTA.
