Abstract

This study explored the impact of the Economic Community of West African States' (ECOWAS) intervention in West Africa through the analysis of the crisis in Burkina Faso (2022-2025). The resurgence of military coups in the region, the happening of two coups in Burkina Faso within a year and the increasing intensity of jihadist insurgence led to serious doubts concerning the effectiveness, consistence and legitimacy of the interventions done by ECOWAS and the future of regional integration, especially since the three countries decided to withdraw from the organization in 2025. The study had four specific objectives; namely to identify the causes of the crisis, to evaluate ECOWAS's intervention strategies, the effectiveness of these interventions in stabilizing the region and promoting democratic governance and the challenges faced by ECOWAS during the process. This study used a qualitative research design based on the principles of liberal institutionalism and responsibility to protect, which involved documentary analysis of scholarly articles, publications of ECOWAS and the African Union and institutional policy briefs. Causes of the crisis included terrorism, poor governance, history of military intervention, socio-economic depravity and geopolitical realignment. The ECOWAS took recourse to political, economic and diplomatic measures such as condemnation, sanctions, mediation and deployment of special representatives but without resorting to any military actions. Nevertheless, all of these were ineffective because of their limitations imposed by the security environment, internal division, geopolitical contestation by external actors and declining legitimacy. The main recommendation of this paper is that ECOWAS must incorporate security cooperation in its political initiatives, improve its sanctions policy to focus on elites and develop consensus within ECOWAS.
