Abstract

This paper is concerned with design and implementation of an Online Campus Emergency Response System (OCERS) to improve emergency preparedness and efficiency of response to emergencies in institutions of learning. Delay, incoherent communication, and ineffective utilization of resources are some of the problems that are characteristic of the traditional emergency management systems. With the help of the digital technologies like real-time databases, geolocation tracking, automated messages (SMS, email, push notifications), this researcher suggests a centralized platform to make incident records, stakeholder coordinations, and emergency decision-making better. The proposed study has a user-centered design (UCD) view to engaging with the study so that the needs of the students, faculties, and emergency responders are satisfied. Major capabilities are live incident reporting, auto release of alerts, allocation systems and analytics in decision support. The designed system architecture is based on the three-tier architecture (frontend, backend, database) coded in the latest frameworks (React.js, Django, PostgreSQL), and it contains integration with the third-party communication API (Twilio, SendGrid).
