Abstract

This study examined e-government and public service delivery in Enugu State, Nigeria. The broad objective of the study was to determine how e-government influences public service delivery in Enugu State, Nigeria focusing on a study of selected ministries. The specific objectives were to; determine the extent to which e-government makes for speed in public service delivery; examine the extent of to which e-government makes for simplicity inpublic service delivery; find out how e-government enhances accountability inpublic service delivery; and ascertain how e-government makes for transparency inpublic service delivery. The study adopted Technology Acceptance Model (TAM) by Fred Davis, (1989) and Expectancy – Disconfirmation Theory by Oliver (1980) as theoretical framework. The population of the study comprised 4,812 staff in three selected ministries in Enugu State. The sample size for the study was 356. The civil servants were sampled through simple random sampling technique. The instrument for data collection was researcher made questionnaire titledE-government and Public Service Delivery Questionnaire (EPSDQ). Findings from the study revealed thatE-government makes for speed in public service delivery; E-government enhances simplicity in public service delivery; E-government encourages accountability in public service delivery; and E-government makes for transparency in public service delivery. In conclusion, the study is of the view that there is significant influenceof e-government on public service delivery in Enugu State, Nigeria. Following the above findings, the study made the followings; government should provide more computer and enhance internet encourage network providers to enhance internet connectivity in order to enhance speed in public service delivery; there is need to constantly train and retrain civil servants on computer application and Information and Communication Technology (ICT) so as to be able to effectively utilize the knowledge in executing their functions with simplicity., government should create avenues for online submission of applications, real time monitoring of services, and automated means of processing documents as means to enhance accountability public service delivery; and that achieve transparency through e-government, there is need to adopt open initiative that makes for open data enabling citizens, civil society, and the media to analyse and scrutinize government data .
