Abstract
This study examined the role of the World Bank in promoting poverty reduction through Sustainable Development Goal 3 (Good Health and Well-being) in Nigeria between 2015 and 2023, with specific focus on International Development Association (IDA) financing and Development Policy Financing (DPF). The study was guided by two research questions and two hypotheses aimed at evaluating the extent to which these financing instruments supported healthcare development, institutional reforms, and health-related poverty reduction programmes in Nigeria. Rostow’s Stages of Economic Growth Theory served as the theoretical framework, emphasizing the importance of development financing, institutional modernization, and human capital investment in achieving sustainable development outcomes. The study adopted a qualitative research design using descriptive and analytical approaches. Data were obtained from secondary sources including World Bank reports, Federal Ministry of Health publications, National Bureau of Statistics (NBS) reports, WHO publications, SDG reports, academic journals, and media publications. Qualitative content analysis was employed in analyzing the data. The findings revealed that IDA financing significantly supported healthcare infrastructure development, disease prevention programmes, healthcare accessibility, and social protection initiatives linked to poverty reduction. The study also found that DPF contributed to healthcare governance reforms, institutional accountability, and improved healthcare service delivery. However, corruption, weak institutional capacity, bureaucratic inefficiency, and poor policy implementation limited the effectiveness of these interventions. The study concludes that while World Bank financing instruments contributed significantly to poverty reduction and healthcare development in Nigeria, stronger institutional reforms and effective governance are necessary for sustainable development outcomes under SDG Goal 3.
