Abstract
Social problem is relative to time and place. What constitutes a social problem at one time in history may be normal at another time. What constitutes a social problem in one society may be normal in another society. This is because what constitutes a social problem in and at any point in time depends on the peoples attitude and changing norms and attitudes.
