Abstract
This research explores "International Financial Institutions and Infrastructure Development in Africa: A Study of The Agro Processing, Productivity Enhancement and Livelihood Improvement Support (Appeals) Project" in Nigeria, 2017 – 2023. In particular, to find out how the APPEALS project has made impact in terms of agro-processing, productivity enhancement and livelihood improvement support in Nigeria; and to explore whether the World Bank's APPEALS project mainly addresses Nigeria's developmental objectives or World Bank's own institutional development goals. Through the use of Neo-Liberal Institutionalism theory as the theoretical framework for the study and case study research and documentary approach to data collection, the findings show clear evidence of an increase in the capacity of agro-processing in all six states. Compared to a target of 40%, there is 42.9% increment in the processed output of priority value chains among the project beneficiaries. For cottage units, there is a 51.2% increase compared to a target of 60% while there is 34.6% increment compared to a target of 20% for medium to large size processing units. In addition to this, significant yet unevenly distributed development results have been realised within the framework of the APPEALS project: 142 agro processing plants have been set up with a utilization ratio of 65%, post-harvest loss has been reduced from 32.4 to 18.7%, rice productivity amongst adopters of technology has doubled from 2.1 to 4.2 tons per hectare while the income of beneficiary households has risen by 40 – 50% above the baseline. The study therefore suggests that Nigeria enhances its negotiation strategy for future IFI projects, the World Bank should speed up the process of its procurement procedure, the post-project sustainability process should be strengthened especially in Kogi, Cross River and Anambra and gender should go beyond mere numbers. Keywords: APPEALS Project, World Bank, agricultural development, smallholder farmers, women's economic empowerment, dependency theory, international financial institutions.
