Abstract
This study focuses on training and development as tools for improving civil service productivity in Enugu State Ministry of Education. The study's specific goals are to: ascertain the impact of training and development on workers' productivity; ascertain whether labour turnover and the availability of training and development opportunities are related; investigate the opportunities for staff training and development; and identify the obstacles to effective training and development in the Enugu State Civil Service. The study methodology used was a descriptive survey. To guarantee a solid study, data from both primary and secondary sources were used. The study employed a sample size of 286 respondents. The Statistical Package for the Social Sciences (SPSS) Version 25 was used for both descriptive and inferential analysis. Training and development have a significant positive impact on workers' productivity (F = 1124.382; p < 0.05), labour turnover and training and development opportunities are significantly correlated (F = 547.797; p < 0.05), staff have access to training and development opportunities (F = 2141.720; p < 0.05), and the Enugu State Ministry of Education faces significant obstacles to effective employee training and development (F = 1932.641; p < 0.05). It comes to the conclusion that training and development are crucial instruments for raising public service performance and productivity. It recommends that the Ministry offer ongoing chances for staff training and professional advancement.
