Abstract

This study examined cyber warfare in the Russia–Ukraine conflict as an emerging threat to international peace and security between 2022 and 2025. The study focused on how cyber warfare threatened international peace and how cyber security strategies affected the crisis between Russia and Ukraine during the period under study. The research was motivated by the increasing use of cyber operations in modern interstate conflicts and the growing vulnerability of global digital infrastructure and international security systems. The study adopted Structural Realism (Neorealism) as its theoretical framework and utilized an ex-post facto research design. Data were collected through secondary sources, including academic journals, cybersecurity reports, policy documents, institutional publications, and international media reports. Data analysis was conducted using content analysis, supported by historical and comparative methods. Findings revealed that cyber warfare significantly threatened international peace and security by targeting critical infrastructure such as government institutions, communication systems, energy facilities, banking networks, and digital platforms, thereby increasing geopolitical tensions and risks of escalation within the international system. The study further found that cyber warfare generated transnational spill-over effects that disrupted multinational corporations, global communication systems, and international economic activities beyond the immediate conflict zone. In addition, findings showed that cyber security strategies significantly affected the Russia–Ukraine crisis, as Ukraine’s cyber resilience, strengthened through international cooperation, intelligence sharing, and cloud-based security systems, reduced the effectiveness of several cyber attacks during the conflict. The study recommended stronger international cyber governance frameworks, improved cyber diplomacy, enhanced cooperation among states and international organizations, and increased investment in cyber defense mechanisms and digital infrastructure protection.
