Abstract

One of the most important tools for intervening in international conflicts and influencing the behavior of targeted states have been economic measures, and states and international organizations have frequently seen economic sanctions as such an instrument. The sanctions subsequently issued by the EU against Russia from 2014 till 2024 have made significant headlines in the narrative of conflicts, as there are several doubts on their effectiveness as a mechanism for dispute resolution, especially in the conflict between Russia and Ukraine. This study emerged from the desire to delve into the character of the sanctions imposed on Russia, their economic and political repercussions, and their capacity to affect the Russia–Ukraine conflict and international relations. Certain aims of the study were the following: analysis of the impact of the EU sanctions on Russia in 2014–2024; analysis of the impact of EU sanctions on the Russia–Ukraine conflict and international relations; and assessing of economic sanctions effectiveness as conflict-resolution methods. This study was ont designed qualitatively, applying the documentary research method in collecting data. Developed secondary data is from academic journals, books, EU-reported documents, government documents, policy papers, Media-related documents, and International organizations. Liberal Institutionalism Theory was the doctrine chosen as the theoretical underpinning with a primary focus on international institutions, cooperation and mutual activities in the maintenance of international order and its impact on the behavior of state. Results have shown that the EU sanctions impacted Russia's financial markets, technology availability, trade relations, economy and diplomacy. In addition, the sanctions placed further a burden on Russia's economy and deepened the political and military backing of Ukraine by the West. The study revealed, however, that sanctions were not 100% effective in pressuring Russia to change its policies toward Ukraine; rather, Russia took a number of measures to neutralize the effects of the sanctions but also implemented some measures that increased its cooperation with non-Western powers. The study ended by highlighting the fact that while the use of economic sanctions as instruments of international diplomacy and conflict management is still relevant, it is often constrained by geopolitical interests, other economic partnerships, humanitarian issues, and the inconsistent nature of international cooperation aimed at permitting a rapid resolution of conflict. The study suggests more effective conflict resolution could be achieved via a blend of economic sanctions and diplomatic/peace building processes, and through more robust international collaboration and the implementation of targeted sanctions mechanisms.
