Abstract
The topic of the project is development of staff appraisal input management system with Reference to Local Government Service Commission, Enugu State. The main purpose of this project work was to enhance the method of promotion process in Local Government Service Commission, Enugu State. The methodology used in the project for data generation was interview method and observation in which the researcher personally interviewed the chairman of the Civil Service Commission and his team and also used camera phone and tape recorder to record. And photocopy the environment and some documents. The researcher made the following findings: that the rate at which file litter everywhere makes retrieving, updating and storing of personnel record difficult and consumes time. Manual method is prone to error and the nature and method of processing the data is cumbersome, thereby making promotion process time-consuming and monotonous, which on the long run, delays promotion of workers ad and when due and also dampening their morale to duties. In view of the above, the researcher concluded that the present method of conducting promotion should be computerized to help reduce some of the problems facing the manual system of promotion. An application program was designed using HTML CSS and PHP for processing the different procedures in the promotion operations.
