Abstract

Leadership is viewed as a requtstte virtue, a universal phenomenon and an essential factor in the managerial function of directing which gives direction and purpose to communication and motivation of personnel for organizational performance. Without leadership, organizations would be composed of uncoordinated groups of people lacking unity and direction. Since the enthronement of democracy in 1999, the organizational leadership of the Nigeria Civil Service and the personnel performance had not lived up to expectations. Problems such as defective human resources management practices, over centralization of authority, incessant conflicts between cadres, official corruption and little emphasis on results and concrete performance have bedeviled the service amongst others. This paper advocates that to come out of these problems, leadership strategies such as change initiatives. integration, communication, productive spirit and team building e.t.c. should be explored. The paper concluded that the leadership of the civil service should structure work so that personnel striving to achieve the civil service goals equally achieve their individual or personal goals.
