Abstract
The essay investigates the programme of mercy in the history of salvation in order to determine if there is a case of divine plot to bring about universal salvation through mercy. Through a detailed analysis of the text in context, the author concludes that mercy has been an integral part of the programme of salvation that goes back to creation. The message of Rom 11:25-32 leads the author to conclude that God's exercise of mercy would not stop to surprise and to produce the unexpected.
