Abstract
Education is a continuous process of all round development of the human person. It is the highest source of empowerment an individual can acquire. Since this is so there is the necessity for education for democracy and security to be put in place as part of human development effort. It is not necessarily the teaching of government in schools nor how to combat thieves or armed robbers, it is education which will make people aware of there right, privileges and obligation and how to act within the confines of these provisions in relation to the people around them.
