ADMINISTRATIVE LAW AND PUBLIC ACCOUNTABILITY: THE NIGERIA EXPERIENCE

Abstract

Administrative law and Public Accountability here entails that every administrative authority shall be held to be accountable for the proper and efficient discharge of its statutory duty. This paper assessed the practice of administrative law as a precondition for achieving public accountability in Nigeria public sectors. The paper identified corruption as a rampant impropriety among many public officials and the major impediment to public accountability. The paper maintains that aberration has continued to prevail in the public sector due to flagrant disregard of administrative law, minimal monitoring and enforcement of administrative law in many public agencies. The paper therefore recommends the setting up of Administrative Court to specialize in handling cases relating to offenses of administrative law, and the strengthening of anti-graft agencies, quick passage of the Whistle Blower Act, and the full implementation of the Freedom of Information Act as measures to ensure strict adherence to administrative law and public accountability in Nigeria public agencies. The paper is timely in view of the current administration’s avowal and stance on changing the lawless habit of many public office holders.
