EFFECT OF THE CIVIL SERVICE REFORMS ON CIVIL SERVANTS IN NIGERIA: A STUDY OF ENUGU STATE CIVIL SERVICE

Abstract

The civil service in the realm of public administration remains the skeletal framework on which all actions of government are based. Unfortunately, the service have been overrun by political consideration, inadequate motivation of the workforce, inadequacy in the provision of work material etc. In an attempt to change the configuration, different regimes in Nigeria have tried to give the service a face lift but most of these reforms have basically been a structural change. Bearing this in mind, this research was structured to evaluate the effects of the civil service reforms on civil servants in Nigeria, using the Enugu State civil service as study focus. Data were collected using a structured questionnaire which was distributed amongst 261 respondents using the convenience sampling technique. Also, the use of tables and simple percentage representation was used for data presentation and analysis. This research advocates that, the civil service commission/government should establish a special body for the training of workers in the civil service and as well explore other means to motivate the workforce. The institution of staff schools for civil servants and a special transport scheme will help reduce the workers’ service error and expenditure on transportation. Above all things, a continuation in good government programs should be of uttermost importance to the civil service among other things.
